Planning, Policy, GIS (Twentynine Palms, Ca; Fredericksburg, Va)

Marstel-Day, LLC seeks highly motivated and detail-oriented applicants for employment, to perform work on a variety of projects, primarily in support of the company’s planning and natural resource initiatives for the Department of Defense. Projects support DOD and the services both at the policy level and at select installations. The positions will be located in Fredericksburg, VA or at Twentynine Palms, CA, and applicants must be willing to reside in a federally designated Historically Underutilized Business (HUB) Zone as a condition of employment.




Unless otherwise stated, the following positions require a minimum of five years of experience in addition to a Bachelor’s degree. Writing samples and three references are required from all applicants. In-depth knowledge of and proficiency in the Microsoft Office 2007 suite of products is required. 1. Microsoft Sharepoint Developer: Full lifecycle experience required in the design, development and maintenance of collaborative, secure websites using Microsoft Sharepoint 3.0, preferably in support of military clients. Applicant must possess relevant background and experience in database design theory and its practical application within the Sharepoint environment.




2. Air Traffic Control Specialist: Must have practical experience in air traffic control, and airspace management and design, including work at the FAA or as a military liaison to the FAA, or as a civilian working on behalf of clients engaged with the FAA on air traffic control and airspace management and design. Applicant must understand the intersection of military, commercial, and private aviation needs for the national airspace, and knowledge of the introduction and issues associated with unmanned aerial systems. Military experience is a plus.




3. Planner (Policy): Required background in legislative research, developing legislative proposals, and reviewing and interpreting legislative mandates for state agency land regulation management. This individual may also research and analyze public needs and interests, initiate and conduct analyses, interpret study findings, and recommend corrective actions. This position requires experience working with a legislative body and a combination of planning experience at the regional or local governmental levels. A law degree is a plus, as would be membership in a bar.




4. Planner (Natural Resource Studies): Mid-level professional, who will function as a project manager on existing DoD work. Will prepare studies and analysis (e.g. NEPA, biological assessments, section 7, section 106, real estate assessments, etc.), for Navy, Marine Corps, Army, Air Force and other federal agencies; must be able to write the documents from inception to completion and delivery; and understand how to work with conservation NGOs. GIS experience required. A Master’s degree is a plus.




5. Planner (Air Traffic Control): Applicant must possess a minimum of eight years experience as a certified full-performance level Air Traffic Controller (ATC) in either a civilian or military environment, or in an operational environment such as an Enroute Air Traffic Control facility, a terminal (TRACON/Tower), or a Flight Service Station (FSS). Applicant must possess demonstrated ability to write studies and analyses concerning the nexus of military, commercial, and private aviation competition for the National Airspace System.




6. Planner (Coastal Zone Planning): Applicant must be knowledgeable of the competition for coastal areas that are concurrently used for industry, shipping, urban development, aquaculture and tourism, as well as the military operations and training that occur in the littoral. Applicant must possess a demonstrated ability to write studies and analyses. Applicants must submit a writing sample with application. Master’s degree a plus.




7. Community Planner (29Palms, two on site): Planners would provide research and analysis for encroachment control planning support at the Marine Corps Air Ground Combat Center, Twentynine Palms CA, focusing on compatible land-use planning, water resources planning and renewable energy development planning. Required support may include data collection, socioeconomic analysis, research and analysis of planning and environmental laws and ordinances, and composition and editing of documents and graphics. Further potential requirements could include assistance for water resources analyses, energy conservation and renewables development, production and transmission issues, various National Environmental Policy Act documents, and other projects in the environmental, conservation, land management, and planning fields. Competence in the use of ArcMAP 9.2 or other GIS programs is a plus. A Master’s degree is a plus. Three years prior experience in relevant fields is preferred.




8. Planner (Emergency Operations) (29Palms, on site): Applicant must have a minimum of eight years experience, three in an emergency operations management and analyst position, and possess demonstrated experience in emergency operations and interagency planning and coordination, preferably in California. Applicant must possess ability to analyze emergency service requirements and develop protocols, memoranda of understanding and operational agreements among local, regional, county, state and federal agencies and first responders. Military experience is a plus.




9. GIS Specialist/Technician. The ideal candidate must demonstrate proficiency in ESRI ArcGIS software and must have a desire to expand and develop the company’s GIS capabilities. The position will require resourcefulness in the use and application of mapping products, as well as creativity in improving the company’s capacity to use GIS as an analytical tool. The candidate should also possess considerable knowledge of the following: Geo-database usage and creation; Locating, classifying, organizing, and analyzing data; Creation of spatial data and attributes; Satellite ortho-imagery; Familiarity with locating and downloading publicly available spatial data. Responsibilities include, but are not limited to: Creation of map products and spatial/tabular data; Creation of metadata; Creation and modification of attribute features; Use of geo-processing tools; Troubleshooting and rectifying GIS issues. Qualifications: BA/AA Degree in Geography, Planning, or a closely related field (4-year degree highly desirable); Academic or professional experience with ESRI ArcGIS software (1 year minimum, 2 years preferred); Strong knowledge of Microsoft Excel: Exceptional knowledge of Adobe Illustrator and Photoshop (highly desired, but not required); Strong work ethic and professional demeanor; Team player; Ability to communicate effectively and professionally; Ability to support and prioritize multiple projects; Applicants must submit a mapping sample with accompanying text.
